"It is finished"

John 19: 28-30
"28 After this, Jesus, knowing that all things were now accomplished, that the Scripture might be fulfilled, said, “I thirst!” 29 Now a vessel full of sour wine was sitting there; and they filled a sponge with sour wine, put it on hyssop, and put it to His mouth. 30 So when Jesus had received the sour wine, He said, “It is finished!” And bowing His head, He gave up His spirit."
This verse is one of the critical verses of Christianity,
and almost always quoted on Resurrection Sunday.
Yet it is only recorded once in the Gospels, in John.
And yet there exists two similar quotes from Jesus about a tactic of forgiveness:
Luke 17:3
Matthew 18:15
which is dogmatically avoided during teachings about forgiveness.
The essence of both is "if he repents".
Did not all three quotes belong to Jesus?
If so, why do we despise and discard two of them?
