Divorce

Matthew 5:31 
“It has been said, ‘Anyone who divorces his wife must give her a certificate of divorce.’ 32 But I tell you that anyone who divorces his wife, except for sexual immorality, makes her the victim of adultery, and anyone who marries a divorced woman commits adultery."

Given the moral, or should I say, immoral condition of our country, 
this is one of the Top 10 most avoided scripture in the Bible, I suspect.

So, how do we define, divorce caused by adultery? 
Is it sanctioned unforgiveness, where the adulterer/ess is cast aside as an unbeliever?
If not, what is it?
Or is it sanctioned segregation, where the victim is allowed to walk in unforgiveness, 
even if the perp has asked for forgiveness? If not, what is God-approved forgiveness?

or is it sanctioned segregation, where two people can be believers where forgiveness has occurred, but segregation is permitted?

If not, what is God-approved forgiveness?
